introduction

The National Energy Efficiency Action Plan (PNAEE), approved by the Resolution of the Council of Ministers nº 80/2008, of 17/4/2008, is currently under way and SELF ENERGY has been an active partner in the disclosure and implementation of the respective plan.

Currently there are a number of installations which have already been completed within the Program for Micro-production and Solar Thermal Energy, using renewable energies as a base. Energies such as micro-wind, solar photovoltaic, solar thermal and heating, and biomass are all solutions which are part of the portfolio offered by SELF ENERGY SOLUTIONS.

This system is composed of micro energy production units with connection to the electrical grid, within a subsidized tariff regime, in accordance with applicable government measures.

The objective of promoting energy efficiency has been specially supported by SELF ENERGY, which pioneered the ESCO Model in Portugal. This model corresponds to a specific process which has been extremely successful in obtaining the best results and energy efficiency, be it in residential buildings and private or public institutions, the latter being the place where Good Practices should begin.

SELF ENERGY ESCO has already closed more than 15 energy performance contracts with public and private institutions, being the entity with most experience in Portugal. Self Energy has also become renowned internationally for its pioneerism and leadership in the sector, being part of the Consulting Committee for ESCO EUROPE, the European event with most prestige in the sector.

In that sense, Self Energy, with the objective of sharing its Vision, has integrated itself in the national effort to help Portugal overcome the current state of difficulties and prepare itself to assume the lead in the application of the European aspiration for energy efficiency and renewable energies, Self Energy proposes an Energy Efficiency Promotion Plan which we think could place Portugal in the frontline of the world.

The 10.10.10 Program foresees the implementation of 10 urgent measures which will allow for a 10% increase in Energy Efficiency in Public Buildings, until the end of 2010.

This constitutes an effort which must be integrated within the Portuguese government’s anti-crisis priorities, as it refers to Energy Efficiency. Although there is a part which is integrated in the European Union’s 20-20-20 plan, and the PNAEE until 2015, our program reflects a more pragmatic and ambitious calendar, and more importantly already has a private candidate which has assumed its responsibility for implementation.

1. ENERGY CERTIFICATION OF PUBLIC BUILDINGS

Promoting a coordinated task force between self energy engineering & innovation and integrated by three selected entities. The aim is to complete the Energy Audit and certification of all state buildings by the end of 2010. This way you get not only 9% but a 10% improvement in energy classification in State buildings in 2010, or in other words, next year. The price of this service would be negotiated by m2 and only paid on success in delivery. Audits are essential to propose energy efficiency contracts in buildings, where the priority should be based on your potential savings. Similarly, the process should start from those that have potential for use of cogeneration and / or hot water heating.

2. ECO-EFICIENTE POOLS 2010

Anticipate the installation of integrated solar thermal systems in 200 pools until 2010, instead of the 107 planned. Combine, where applicable, with the potential introduction of micro-production and micro-generation systems or biomass heating. Self Energy is available to co-invest in this program in the efficiency contract format as established by the Program, item 8.1.1.4: up to 50% of the total investment for a range from 30 to 50 pools selected. For the remaining pools the implementation could be divided between SELF ENERGY and two other selected entities. This program would also benefit the objectives of Measure 1.

3. ECO-EFICIENT CENTERS 2010 – ENERGY EFFICIENCY IN RECREATIONAL CENTERS

Anticipate the installation of solar thermal systems for sanitary hot water in recreational centers. Instead of the 266 planned, Self Energy wants to achieve the installation of 400 solar systems in sports facilities by the end of 2010.

Self energy advocates the combination of thermal collectors with micro systems, insofar as possible its licensing (Reference to DL No. 363/3007 of the 2 November)

4. ECO-EFICIENT SCHOOLS 2010 – Energy Efficiency in the Schools

Anticipating the installation of 10 MW of photovoltaic solar panels in Public Schools by 2010, instead of the current 5,6 MW planned. This project could be managed in coordination with the PARQUE ESCOLAR and two other entities, to be chosen, in addition to Self Energy. Self Energy is available to finance this project 100% in the case that it is possible to sell 100% of the energy to the electrical grid for a minimum period of 10 years, through an exception which was considered for this specific purpose, in dl No. 68 / 2002 dated March 25, and with the tariffs which apply to that legislation. This exception is justifiable and falls into the scope of the anti-crisis measures as it is to promote two of the three cornerstones of the government’s anti-crisis policy, schools and energy efficiency. If it is not possible to include this exception, then self energy can finance up to 50% of these projects, with the remaining 50% being responsibility of the government, according to the current legislation.

5. SECURITY WITH AUTONOMY 2010 – ENERGY EFFICIENCY IN THE BUILDINGS OF THE SECURITY FORCES

Security with autonomy: prisons, police stations, and fire stations should have a capacity of energetic redundancy in their facilities, if possible from renewable energy sources, in order to cope with natural, or other, disasters more effectively. Self Energy considers that these buildings should have no limitations for the installation of photovoltaic installations on their rooftops, with the advantage of being able to sell the network, with subsidized rate, which exceeds the current and normal needs.

In case of catastrophe, the buildings of the security forces will have an autonomy that empowers them to be able to produce its energy and distribute it to the vicinity. Self energy is available to analyze and manage these mini plants on the rooftops of buildings essential to our civil protection, and provide up to 50% of your investment, then managing these plants for a minimum of 15 years.

6. ECO-EFICIENT HOSPITAL 2010 – ENERGY EFFICIENCY IN THE HOSPITALS

Efficiency in 10 hospitals by 2010 - to anticipate the installation of solar thermal systems integrated in the 10 hospitals with the highest costs for the state. SELF ENERGY may, in some cases, also examine the potential introduction of micro co-generation or biomass heating systems.

The implementation must obtain a minimum of 10% cost reduction on the invoice and 10% increase in efficiency by the end of 2010, if not the supplier must pay the difference. Self energy is available to co-invest in this program in the format of efficiency contracts under item 8.1.1.4 of the PNAEE: up to 50% of the total investment, along with two other entities that could share in the implementation of a high degree of technical and contractual complexity, from the ESCO point of view.

7. ECO-EFICIENT UNIVERSITY CAMPUSES 2010 – ENERGY EFFICIENCY IN UNIVERSITYS

Efficiency in 10 integrated university campuses – To select 10 universities whose campuses have higher energy costs and intervene to reduce costs by at least 10% by the end of 2010 and increase of 10% of energy efficiency.

This project can act as a test for engineering courses: Innovative Projects and products, where investment should be supported by the QREN through individual applications.

SELF ENERGY is available to co-invest in this program in the form of an efficiency contract under item 8.1.1.4 of the PNAEE: 50% of the total investment, with the possibility of dividing with two other entities.

8. EFFICIENT PUBLIC ILLUMINATION 2010 – ENERGY EFFICIENCY IN PUBLIC ILLUMINATION

Each county selects 10 roads or streets, which represent the highest cost, in order to replace until 2010 their light fixtures for more efficient solutions, such as LED technology, for example.

They can also select 10 traffic lights to install Photovoltaic support and LED bulbs, until 2010.

LED technology should be developed preferably by Portuguese companies.

Self energy is available to co-invest in this program in the form of efficiency contract under item 8.1.1.4 of the PNAEE with 50% of the total investment, leaving the town hall with the remaining 50% with the adjudication of the projects.

9. ECO-EFICIENT ARMED FORCES 2010 – ENERGY EFFICIENCY IN MILITARY INSTALATIONS

Select the top 10 buildings of the armed forces with the highest energy costs, so as to achieve savings of 10% in energy costs in these 10 buildings and a 10% increase in energy efficiency, by 2010. Technologies which permit more energy self sufficiency of the installations should also be tested, taking into account the needs for energy security and supply of these facilities, including the creation of small solar power plants. Self energy is available to co-invest in this program in the form of the efficiency contract under item 8.1.1.4 of the PNAEE with 50% of the total investment, with the State bearing the remainder as an initial investment.

10. PRODUCER/CONSUMER 2010 – MAKING THE SYSTEM OPERATIONAL AND EFFECTIVE

The current legislation for the producer / consumer regime (DL n º 68/2002 of 25 March) is one of the keystones to promote decentralized energy production and one of the largest inducers of energy efficiency.

However, it still needs updating, in view of the necessities of the market, and correction of the technical errors which prevent it from being implemented.

Self energy proposes immediate upgrade of the legislation. with full effects from January 1, 2010, giving time to all players to prepare for its implementation, including EDP, the DREs and Ministry of Geology, which should from this point forward have high penalties for late licensing of these facilities.

Note that this mechanism is a priority for the redundancy of the distribution grid and for the reduction in the losses and costs of importing petroleum and gas, fossil fuel based generation and the consequent emissions of CO2, and the transport and distribution of electricity.

What needs to be changed in the producer / consumer regime?

In the event of overselling at the end of the ten years, the benefits will be withdrawn and sale will be at the general tariff. The customer must pay the amount in debt within 90 days. This will enable the depreciation of some solutions in five years, without the necessity of borrowing with heavy interest, which may then allow significant gains in reducing energy bills from various companies when the cost starts to rise significantly, as is expected within the next 5-10 years.
